At the beginning of the third quarter of 2026, the national secondary water supply market has entered a period of intensive project releases. Driven by the dual forces of existing facility retrofits and new construction—coupled with the official implementation of the new Hygienic Specification for Secondary Water Supply Facilities (GB 17051-2025) on June 1, and the inclusion of secondary water supply facilities under unified regulatory frameworks by the State Council’s Water Supply Regulations—secondary water supply projects across the country have been densely rolled out for bidding in the third quarter.
According to incomplete statistics from Pump Circle, since July, more than 15 key projects have entered the bidding or construction phase, covering provinces and municipalities including Jiangsu, Guangdong, Hubei, Tianjin, and Chongqing, with a cumulative investment scale exceeding 1 billion yuan. For pump manufacturers, this period represents not only a window of surging orders but also a litmus test of their technical capabilities and service standards.
New National Standards + Water Supply Regulations: Dual Drivers for Reform
The core driving force behind the market boom in the third quarter came from strong policy support. On June 1, 2026, the newly fully revised ‘Hygienic Standard for Secondary Water Supply Facilities’ (GB 17051-2025), the first comprehensive revision after 28 years, officially took effect. The new standard has made systematic optimizations in areas such as facility configuration, disinfection requirements, water quality testing, and operational management. At the same time, the State Council’s ‘Water Supply Regulations’ clearly stipulate that newly built residential buildings and renovated shared water supply facilities will be legally operated and maintained by water supply units. Local authorities require non-compliant old pump rooms to be gradually upgraded to meet standards and then handed over to water supply units. Millions of old residential pump rooms across the country are facing updates.
Local policies quickly followed up with supporting measures. By the end of June, Fuzhou Municipal Housing and Urban-Rural Development Bureau issued a notice clarifying the use of policy-based funds to promote the renovation of secondary water supply facilities in residential communities. The Hunan Provincial Department of Housing and Urban-Rural Development required close integration of secondary water supply facility renovations with projects such as the renovation of old residential areas and urban renewal. Shanghai Fengxian District emphasized deep integration of secondary water supply renovations with urban renewal and old area renovation projects. The implementation of this package of policies has provided a solid institutional guarantee and financial support for the market in the third quarter and subsequent periods.
South China Region: Shenzhen Leads the Nation with 223 Million, Zhuhai Follows Closely with 103 Million.
The biggest highlight of the South China market in the third quarter is the upgrading and transformation project of secondary water supply facilities in residential communities in Nanshan District, Shenzhen (Phase III). This project completed the bidding for related consulting sections on July 13, with an estimated total investment of as high as 223 million yuan. As a secondary water supply renovation project in Shenzhen’s core urban area, its scale and standards are so significant that it can be considered a \”barometer\” for the national secondary water supply market in the third quarter.
The first phase of the old residential area water supply leakage control and facility renovation project in Zhuhai City is also substantial. The project covers Xiangzhou District, Jinfeng District, and Doumen District, including water supply pipeline renovation in 33 residential communities and secondary water supply facility renovation in 66 communities. It involves the renovation of approximately 39 kilometers of DN100-DN200 pipes, replacement of 61 pump sets, and 31 water tanks, with a static total investment of about 103 million yuan. The construction bidding announcement for the project was released on July 3, with the bid submission deadline on July 27.
In Fujian Province, on July 7th, the construction supervision tender for the new construction and renovation project of secondary water supply and supporting equipment, facilities, and pipelines in Shishi City (continuation) was released. The engineering general contracting bid for the Secondary Water Supply Upgrade and Leakage Control Project in Nanping City’s central urban area has been completed, with Shanghai Municipal Engineering Design Research Institute (Group) Co., Ltd. as the winning bidder.
East China: The region with the highest project density, where multi-city collaboration across Jiangsu, Zhejiang, and Anhui has exceeded 250 million.
The East China region is the most concentrated area for secondary water supply projects in the third quarter, with multiple projects being carried out simultaneously in Jiangsu, Zhejiang, and Anhui provinces.
In Jiangsu Province, the EPC general contracting for the renovation of the old secondary water supply system in Xiake Bay residential area, Jiangyin City (2025-2027), was awarded on July 6, with a winning bid of 45.13 million yuan. The project for renovating the old water supply network and replacing secondary water supply pump rooms in Yandu District, Yancheng City involves old pipelines and pump room replacements within Yanlong Subdistrict and Longgang Town, with a maximum pipe diameter of DN500. The supervision service was put out to public tender on July 14.
The Wuxi Binhu District Residents’ Secondary Water Supply Facility Renovation Project (2026-2027) has an estimated investment of 19.7056 million yuan, planned to renovate secondary water supply systems in 8 residential communities involving approximately 5,809 households, with a planned bidding time on August 6th. The Nantong Water Supply Group’s 2026 Secondary Water Supply Pump Room Upgrade Project involves 10 residential communities with a project scale of approximately 3.11 million yuan.
In Anhui Province, the Wuhu Lanjingwan Secondary Water Supply Renovation Construction Project has an investment of 16.6773 million yuan, including the construction of new secondary water supply pipelines and a new underground living pump room (with an area of approximately 620 square meters). The Chaohu City Old Residential Areas Infrastructure Comprehensive Renovation Project renovated 74 secondary water supply pump rooms, replaced 186 sets of booster pumps, demolished 19 old water tanks, and replaced 322 kilometers of secondary water supply pipelines.
In Zhejiang Province, multiple secondary water supply renovation projects for old residential communities in Huangyan District, Taizhou City are being continuously advanced. The first phase of the secondary water supply facility renovation project for residential communities in Changshan County has completed the procurement of negative pressure-free equipment. The budget amount for the second batch of integrated secondary water supply equipment procurement for Qiantang Water Supply’s 2026 annual secondary water supply project is 6.3697 million yuan.
Central China Region: Two major projects over 100 million yuan in Hubei Province are being carried out in parallel, with the renovation scale leading the country.
Hubei Province is the absolute mainstay of the Central China market in the third quarter, with two major projects worth over 100 million yuan attracting significant attention. On July 14, the tender documents for the Qichun County Urban Water Supply Pipeline and Facilities Upgrade and Transformation Project (EPC) were publicly displayed in advance. The project will carry out upgrade and transformation of secondary water supply facilities in 128 residential areas in the urban area. It involves renovating 12.8 kilometers of old water supply pipelines with diameters ranging from DN100 to DN300, replacing 159 sets of old secondary water supply equipment, and upgrading 80 intelligent pump rooms. The estimated contract value of the project is as high as 105 million yuan.、
The EPC general contracting project for the secondary water supply renovation and upgrading of the Wuhan Yangtze River New District Pilot Development Zone was awarded in June with a winning bid price of 61.73 million yuan. The project will carry out secondary water supply renovation for 9,831 households across 7 old residential communities in Chenjiaji, Wuhu, and Yangluo Streets, with a total scale of 7,135 cubic meters per day. The renovation content includes pump room renovation, courtyard pipelines, building interior risers, and household metering projects, among others.
In addition, the first phase of the water supply pipeline renovation project for residential communities in Jiangxia District, Wuhan City involves 67 old residential areas and approximately 52,445 households. The construction of the first phase of the secondary water supply upgrading project for old residential areas in Wuchang District was put out to tender on July 10. The secondary water supply facilities upgrading for 5 old residential areas across 4 streets in Jianghan District is underway. The secondary water supply renovation for 45 residential areas in Economic and Technological Development Zone (Hannan District) is also being carried out. A total of 128 residential areas across Hubei Province are simultaneously advancing with the updating and renovation of their secondary water supply facilities.
North China Region: Tianjin’s 140-Million-Yuan People-Oriented Project Accelerates.
The Second Water Supply Facility Renovation Project for Residents in Dongli District, Tianjin (Batch 1) released a construction qualification pre-review notice on June 10. The project has a construction fund of 141.6 million yuan. It covers 23 residential communities within Junliangcheng Demonstration Town and Jinchong Demonstration Town. The project includes repairing 2,842.57 square meters of pump rooms, renovating 77.364 kilometers of pressure-increasing buried water supply pipelines, with a planned construction period from August 15, 2026, to August 15, 2028. This is the largest single second water supply project in North China in the third quarter.
According to the Tianjin Water Resources Bureau, as one of the 20 people-oriented projects in 2026, Tianjin has carried out renovation and upgrading of 226 secondary water supply facilities in Binhai New Area, Hexi District, Hedong District, and Jizhou District this year. As of now, 138 of them have been completed, and it is expected to be fully completed by the end of October, benefiting more than 620,000 residents. The first phase of the secondary water supply facility renovation project for residential buildings in Hedong District has also been launched.
On the Shanxi side, Datong City Pingcheng District has carried out household renovation and courtyard pipeline renovation for 114 residential communities with water supply problems. Among them, 4 communities involve secondary water supply facility renovation, covering a total of 32,801 households.
Southwest Region: Chongqing with 77.5 million, the Langzhong project in Sichuan is poised to launch.
The second phase of the Chongqing Jiu Longpo District Urban Old Residential Area Water Supply Pipeline Leakage Control and Secondary Water Supply Facility Upgrade and Transformation Project was announced for bidding on July 1st. The project involves upgrading a total of approximately 167.06 kilometers of water supply pipelines, 14,849 user water meter terminal facilities, 40 pump rooms, and 72 sets of secondary water supply facilities. The project will be implemented in 4 contract sections, with an estimated total contract value of 77.5 million yuan. Specifically, Section III (35 million yuan) and Section I (12 million yuan) are planned for bidding in July, Section II (12 million yuan) in August, and Section IV (18.5 million yuan) in September.
In Sichuan Province, Langzhong City has renovated 106 secondary water supply facilities and their supporting pipelines. In Dazhou City, the old town area has renovated 225 sets of secondary water supply equipment (including pumping stations, high-level water tanks, disinfection facilities, etc.) and approximately 7.8 kilometers of old secondary water supply supporting pipelines with diameters ranging from DN25 to DN100. The project to update and renovate aging pump rooms of old secondary water supply facilities in Shunqing District, Nanchong City, has started equipment bidding.
Northwest Region: Xi’an’s Dual Zone Synergy with Total Investment Exceeding 37 Million.
The 2026-2027 Xi’an Lianhu District Secondary Water Supply and Courtyard Pipeline Aging Update and Renovation Project has a total investment of 26.6505 million yuan. It involves 19 residential communities with a total of 2,914 households. The project will renovate approximately 6.7 kilometers of courtyard water supply pipelines and about 62.73 kilometers of riser pipes, and add 16 sets of secondary water supply pressure boosting equipment.
The 2026 secondary water supply and courtyard pipeline aging renewal and transformation project in Bashi District, Xi’an, with a total investment of 10.6902 million yuan, involves 9 residential communities. It will renovate approximately 2.21 kilometers of courtyard water supply pipelines and 9.495 kilometers of riser pipes, affecting 673 households’ indoor facilities. The combined investment for the two districts exceeds 37.34 million yuan.
Market Opportunities & Challenges:
First, the existing stock renovation market has become the main battlefield. In the third quarter, almost all projects focused on the renovation of secondary water supply facilities in old residential communities. Most secondary water supply facilities in old residential communities across the country were built between 2000 and 2010 and have now entered a concentrated ‘high-risk service period’. Industry institutions predict that by 2026, the demand for replacing old water tanks nationwide will reach 920,000 sets. Pump room renovations involve replacing pumps, upgrading control systems, updating pipelines, and directly driving demand for pump products.
Second, intelligence and energy efficiency have become core product competitiveness. Projects across various regions generally require supporting intelligent monitoring equipment and remote monitoring systems. The market share of variable frequency pump sets with remote monitoring functions has exceeded 45%, with an annual compound growth rate of 18%. According to data from GEP Research, as the ‘dual carbon’ policy continues to deepen, the shipment share of energy-saving variable frequency constant pressure water supply equipment has surpassed 65%. Raising pump efficiency to 80%-85% and reducing unit water supply energy consumption by 18%-22% have become industry standards.
Thirdly, as project scale increases, the comprehensive capabilities required of manufacturers are also rising. In the third quarter, multiple projects have individual investments exceeding ten million yuan and even over one hundred million yuan, imposing higher demands on pump manufacturers’ production capacity, delivery capabilities, and after-sales service. At the same time, projects often require integrated services covering ‘equipment + installation + operation and maintenance’, which is pushing manufacturers to transform from pure equipment suppliers into comprehensive solution providers.
Fourth, the qualification and standard thresholds are rising. The new national standards have put forward stricter index requirements for the material, sealing, and pollution prevention of secondary water supply systems. Over 70% of small and medium-sized manufacturers lack professional pump performance testing centers. The industry concentration is expected to further increase, and leading enterprises with technical strength and qualification advantages will gain a larger market share.

From the current bidding plans across various regions, the third quarter marks only the beginning of a round of project releases. Wuxi’s Binhu District has planned its projects for August bidding, while multiple sections in Chongqing’s Jiulongpo District will be tendered sequentially from July to September. More projects are expected to enter the bidding phase by the end of the third quarter and into the fourth quarter. According to industry analysis, over 1 million residential complexes nationwide, along with millions of secondary water supply pump rooms, face existing stock renovation needs. Combined with new construction additions, the market size exceeds 1.2 trillion yuan, which is set to be concentratedly released over the next 3-5 years.
For pump manufacturers, the third quarter represents a critical window to capture market share. Whether they can prepare adequately in areas such as technological iteration, production capacity assurance, and service responsiveness will directly determine their position in the secondary water supply market landscape over the next three years.
